Yes, when enabling the integration, a full sync is done.
Yes, all users are created as "Lite" users vie the integration, however when the seat type is updated in SafetyCulture, the integration will not update this.
No, only users that are created via the integration will be updated when they change in Deputy. 
Courses are created in Deputy as soon as they are "published" in SafetyCulture training.
